Description: Chief Judge Anthony J. Scirica announces the application process for a bankruptcy judgeship in the Eastern District of Pennsylvania, seated in Philadelphia. Bankruptcy judges are appointed to 14-year terms pursuant to 28 U.S.C. §152. Current annual salary is $160,080. Applicants must be members in good standing of the highest court of at least one state, the District of Columbia, or the Commonwealth of Puerto Rico, and in every other bar of which they are members. Applicants should have engaged in the active practice of law for at least five years; demonstrate outstanding legal ability and competence and a commitment to equal justice under the law; and indicate by their demeanor, character and personality that they would exhibit judicial temperament if appointed.

Qualifications:

On March 25, 2008, the Office of the Attorney General will issue a Request for Qualifications for outside counsel for each of the following practice areas:

It is the intention of the Attorney General's office to create a new list of approved counsel, specifically tailored to the relevant subject matter area. The new internal procedures establish several selection committees consisting of attorneys familiar with the target subject matter area and client representatives, if deemed necessary. The criteria for selection will be based on relevant expertise, responsiveness, resources of the firm, size of the firm and past performance and the absence of any conflicts of interest. The list will be current for a two year period and all outside counsel will be selected off the list unless exceptional or exigent circumstances exist. The overall goal of the new procedure is to ensure the continuation of quality level services by outside counsel and to institutionalize an objective merit-based selection process. NJ LEEP-Pipeline Diversity Program

NJ LEEP [Law and Education Empowerment Project] was founded in 2006. Executive Director and Founder Craig Livermore, a graduate of Columbia Law School, developed the project in partnership with Seton Hall Law School after working for Legal Outreach, Inc. in Brooklyn. Legal Outreach has successfully worked with urban youth from underserved neighborhoods in Harlem, Brooklyn and Queens in partnership with Columbia Law School, Brooklyn Law School, and St. John's Law School for twenty-four years. Using law to attract middle school and high school students to academic programs that inspire and motivate them, Legal Outreach has helped disadvantaged youth build the skills, confidence and character they need to achieve their goals.

Legal Outreach Founder and Executive Director, James O'Neal, a graduate of Harvard Law School, decided to join Mr. Livermore and Seton Hall Law School in forming NJ LEEP. Mr. O'Neal and Mr. Livermore, both residents of Essex County, New Jersey, felt the necessity to bring the Legal Outreach model to the recognized need for empowerment in the urban areas of New Jersey.

The NJ LEEP model is dedicated to working with urban students continuously from the eighth through twelfth grade. Mentorship with attorneys, and internships and field trips with law firms, corporate legal departments, and governmental legal departments are an essential part of this model. Partnership with the legal community offers the students professional exposure, helps them build the self-confidence to reach their dreams, and offers students ingress into the avenues of success. The model also emphasizes continuous instruction in academic skills, character, and professional comportment so that students are prepared to excel in their placements in the legal profession, and so that they are empowered and prepared to compete at top colleges and universities.

NJ LEEP is excited to collaborate with the Garden State Bar Association in its pipeline diversity programming. Attorneys from the GSBA have spoken to NJ LEEP students in its Summer Law Institute and After-School Program about their professional activities, and their path to becoming an attorney. JOB DESCRIPTION:

The Department of the Public Advocate seeks to fill the position of Director in the Division of the Rate Counsel located in Newark, New Jersey. The Director of the Division of Rate Counsel serves under the supervision of the Commissioner of the Department of the Public Advocate and must be an attorney at law admitted to practice in New Jersey or willing to sit for the bar at the next opportunity. The Director is appointed by the Public Advocate and serves under the Public Advocate's supervision. The Director oversees a staff of approximately 50 legal professionals, paraprofessionals, technical, fiscal and administrative support staff, as well as administration of the Division's annual budget over $7 million. The Division of Rate Counsel represents, advances and protects the interests of state consumers of essential services regulated by the state and federal agencies, including but not limited to natural gas, electric, water, wastewater and telecommunications, whenever providers of such services seek to change their rates or services. The Division also reviews significant Medicare Supplement Rate Filings and Prior Approval Rate Increases for Personal Lines Property Casualty Coverages made to the Department of Banking and Insurance to ensure that the requests are just and reasonable.

Specific duties include but are not limited to:

  • Developing and executing the Division's advocacy agenda, including strategic planning, to further the interests of New Jersey ratepayers through investigations, research and studies.
  • Representing and protecting the public interest in proceedings and appeals before the Board of Public Utilities and other State departments, commissions, authorities, councils, agencies or boards charged with the regulation or control of utility rates and services.
  • Supervising Division staff and retaining experts and other professionals on a temporary basis.

Job Description

The Racial Justice Program Attorney will be responsible for conducting litigation, working closely with and supervising volunteer attorneys who serve as cooperating attorneys in the Program's litigation, and will often serve as co-counsel with other public interest attorneys.

Duties also include non-litigation advocacy, including community outreach, coalition-building, writing and publication of reports, public speaking and media interviews. The Racial Justice Program Attorney will also participate in coalition and public education efforts in conjunction with ACLU organizing and communications staff.

The Racial Justice Program Attorney will be responsible for identifying legal rights strategies in the areas of:

Criminal Justice (address discriminatory imposition of criminal justice sanctions based on race and/or economic factors)

Prisons & Jails (address inhumane condition in prisons and jails) Discriminatory Police Practices and Racial Profiling (advocate for data collection to be used to push for meaningful police accountability and oversight)

Education (address issues involving disparate treatment of poor and non-whites in public schools, vouchers)
